What type of paint should I use for Birch wood crafts?

I am trying to paint letters that have been cut from birch plywood. The home improvement store recommended spray paint (and no priming). The paint is simply sliding off the edges, but I need it to adhere. I assume that I do in fact need to prime it. Do I use oil or water based for the regular paint? Spray paint or with a brush? Please help!

1. The raw saw cut edges must be sealed with primer. Then the spray paint will stick. With no seal the spray paint is being absorbed into the grain of the wood.
